Look at those who ethoxylates, will be surprised if there is no foaming. On the brighter side, it’s all in the process. But minimal foaming is unavoidable.

Neutralizing with what?? Think @Microformulation posted a lubrizol link showing best neutralizers for certain percentage of alcohol.

How about doing a trial without PVP, it will be easily established if it is PVP or the ethoxylate. My bet is still on PVP, but as @Dirtnap1 suggested you can try another trial with 20 mole ethoxylate. Will give your a fair idea.

I am not sure what’s your budget cost here as that blend looks a bit pricey for such home care application. I generally use LABSA, in-situ neutralization and a combination of anionics. If the budget allows then I chuck in some non-ionics as well. But that’s rare.
For preservative I use glutaraldehyde from Dow Microbial, very effective and cost friendly. And then the specialties depending on the customer needs.
You can try that blend and I don’t think an issue with the CMEA. I would prefer a higher pH in such applications but with that preservative you are restricted to around 5.0 -
No I was pretty pleased with ceteareth-20 as my main ingredient.

@Belassi I do the foam test as well but generally for home care products. For shampoo, hand wash liquids, shower preparations, etc. we rely on the actual input from the customer. Never ran a foam test for PC applications until and unless asked by the customer.
