I think I saw it in Jeddah, made in Jordan but the jar was green.
If it’s from China, there’s a high chance that LOI is inaccurately listed. -

Welcome to the forum.
To get more answers accurately, you may have to provide more information.
Such as your formula, what is the problem you have, … etc.

I had this one (still have) under different name before I bought IKA.
It’s not top quality but useable.
Now it has rust at the neck where you attach the blade’s shaft, maybe I didn’t do maintaining well.
Not sure about capacity - Maximum I have made is only 1 kg low viscosity body wash.
Note - I am only at DIY level, mostly testing fragrance, gel, serum, body wash, rarely make emulsion.

Unless you are strong enough to have a stand alone functional eye cream, adding peptide as a star dust wouldn’t hurt.

Website is a must, email marketing still works well.
Younger audiences prefer Tik Tok.
Instagram doesn’t really generate much sale but you have to be there.
Facebook and Google for older audiences.Ideally, you would have to be present in all platforms.
But if advertizing fund is limited, you have to identify your audiences first and you will have general idea how to be present to them.And many more strategies marketers use.

From the original post context, the brand is UK based, also have bricks and mortar stores model, it’d likely be bigger than micro-sized brand. So I presumed it was hundreds or thousands up pieces.
The manager might want to see or feel how it look, and so he/she requested 1 piece before proceeding with the plan. It would be lab scale production 100-300 g but only fill a 5 g container, not a 5 g production.If it was only a 5 g piece for only 1 store, I also find it ridiculous.

They do want to get rid of dark circles under the eyes, skin lightening ingredients will certainly help them appear lighter but not completely gone as the pathology is different from pigmentation.
Coffee extract or caffeine is good for claim but might be too common.
In my humble experience, greatest sale eye cream is the one with blur effect + super long lists LOI.
Eye cream is one of the most expensive and also one of the most useless of all.

Ariel P&G - liquid detergent - If I’m not mistaken, Indian regulation for powder and liquid detergent use the word active ingredients “should” be listed in declining order of inclusion. So they left out LOI as so other big brands in India. (may have to wait for members from India to clarify this again)
But their versions for other countries have listed active ingredients.As for BIOTIQUE, they simply violate the rule. You should look for a good example not a bad one, Himalaya is doing great with proper product, isn’t it.

Xanthan gum 2% - would be very sticky like a glue and flaky on drying.
Is this gel meant for black girls? I’m not sure it will perform well.
You may need to change to polymer.
Or if you want it natural, you have to wait for more experienced members. -
I’m not a formulator but from your list, it seems you are a bit low on emulsifier, you have to try what ratio work best for your formula and might consider preservative as well.

Had similar problem wanting to reduce cost by switching to mineral oil, the cooling lasted only few seconds (menthol at 1%), now switched back to veggie oil.
o/w cream was formulated and the cooling effect was better than oil based but it wasn’t perceived well by tested consumer group so it wasn’t put on sale. -

I assumed your end price might be on the higher edge than mass products and that would likely makes your potential targeted consumer group is of very well informed (or very well mis-informed), so you may have to choose your wording wisely.
Specify your target and you will have the general idea of what they are looking for, and market your product accordingly.
