Need to add more emulsifier like ceteareth-20 or 25, since 6.5% cetearyl alcohol seem to high, and make HLb system to low,

i do my mixing in batch 200kg, daily for up to 2tons only use plastic drum, i just heating oil phase and half of water till boiling with ordinary stove then mixer with high shear mixer, make sure proper emulsification done, then add remain water with slight mixing , then cooling down, whole my mixing equpment cost no more than 3000USD, im produce hair mask, conditioner and perm cream

see natracol colorant, but its eem pH 10.5 bit too much for natural colorant -
lowering your product ph arround 4,5 to ensure benzoic and sorbate can work better

I make spray air freshner using 2.5 parfume, with nearly 60 % alcohol(low odor ethanol) , and 20% propane&butane for propelant, no need to solubilized, since the fragrance have good solubility in high %alcohol

You only switch oil phase into emulsion, since in clear ampoule, only consisting alcoholic oil phase solution, so when you add water it will become cream,
Try formulation without use any water -
Melt first and give some citric acid, make sure finish product slightly acidic to avoid gritty behentrimonium, you also need to avoid anionic which coagulate behentrimonium chloride
