  i found this product which appear as a transparent liquid and when add to water form cream like texture .

  I read alcohol denat 45%, cetyl alcohol, cetrimonium chloride, isopropyl alcohol, aqua, parfum, propylene glycol, fruit cell culture extract, xanthan gum, glycerine, lecithin, phenoxyethanol, panthenol, PPG-10 glucose methyl ether, pyridoxine HCL, Yellow 5…Blue…..
  I suspect PPG-10 glucose methyl ether is the smoothing ingredient

  You only switch oil phase into emulsion, since in clear ampoule, only consisting alcoholic oil phase solution, so when you add water it will become cream, 
  Try formulation without use any water
