It is hard to believe you can’t find PVP. :)
PVP is very much used in the solid forms (tablets, capsules, granules, pellets)
Are you looking for a specific type of PVP?

@Yoyomel, it depends on the ingredients you are using. Check if any of your substances is thermolabile. For example if you use parabens as preservative, heat will not be a problem.
As tanelise said, you can check the pH before you cool it down.

Try to heat the shampoo at ~ 60 C and see if that layer on the top dissolves.
You may have not enough water in the formula.
As I suggested, you should remove HEC

Well, if honey is heated above 40 C it will lose the medical properties.
You should look the sunflower lecithin HLB value and coconut oil required HLB

If you increase the temperature, the viscosity should decrease.

i guess kojic acid is not stable, probably an oxidation reaction happens.

Sodium salicylate is an antiinflamator mainly.
You can use trisodium citrate for increase the pH. You would probably need 3-4%.

Exactly as @DAS said, that is why I asked what was NACL.

It is hard to come up with a formula without trials.
I’d suggest to extract the ingredients from the list that have the effect you are looking for and introduce them into a formula you have more experience.
First thing you should do is to identify the role for each ingredient. This is how learning starts :)

Not sure if that is the best choice.

Do you have all the ingredients mentioned in that list?
Do you have all the equipments necessary to develop that formula?

That is hard to believe. If I neutralize the glycolic acid or even partially neutralize it to pH 6-7, will it be more irritant for the skin than the pH 3.6?

As Belassi suggested, you should find some product references and check the list of ingredients (LOI).
    Here is what I found:
Excipients: glycerol (glycerin), nonoxynol 9, citric acid anhydrous, disodium hydrogen phosphate, sodium hydroxide 10% solution (w / v) (for pH adjustment), purified water.

As mentioned, antioxidants are necessary, but also pH. The vitamin C is stable at slightly acidic pH. What if vitamin C is transformed in the Na salt form? As far as I know it is more stable and the pH can be around 5.5-6.

I had a similar trial before with the same problem. I used TEA, but if I’m not wrong I was suggested as well to use sodium lactate or sodium citrate.

I suspect HEC precipitates in the presence of sulfuric, but haven’t proved it yet. Or this precipitation is due to the bad homogenization process. In your case I don’t think so, due to the fact that both of surfactants you use are liquid.

Had the same problem ;) Remove HEC, otherwise you will have to fish gel portions from the shampoo.
You can use SLES instead of SLS.
There are many thickeners you can use in the last stage of preparing your shampoo. One is glucamate doe 120, haven’t used as I requested a sample and never arrived lol, or stepan mild gcc.
NaCl will thicken as-well, unless you want a very thick shampoo.
Acid also will thick the shampoo (HCl solution, or Citric Acid)

@Taher  I use SLES with CAPB and with disodium laureth sulfosucinate

I tend to avoid cocamide DEA, it seems it has a bad reputation to the patients due to  its potential to cause cancer.

We already have a shampoo with almost 17% SLES (70%) and we did not have any complain so far.

    Same question as Perry.
I thing Belassi uses ALS or ALES.
SLES is 70% is a pain to disperse in water, but with some patience I could avoid foaming almost 100%.
