You forgot Part B and are better off using a Carbopol with Ph at 6.5:HEC will gel also but make sure it is completely hydrated in water before adding alcohol.

I would do a knockout to determine cause and if SAP try lowering or use ascorbyl glucoside.

try a 5% solution LABS in 1;1 water/IPA.

Try changing your thickener to Ultrez 10 and/or xanthan gum as HEC may be the problem.

try d—panthenol or hyluronic acid.

Nonionic with cationic is okay and used in many floor cleaners:in cosmetics,although compatible they can cause severe eye irritation.

I would start by increasing mineral oil to at least 10& and lower waxes proportionately.You should be able to tell what you want by a fast hand rub test.

It is likely you have oxidation reaction with ascorbic acid and Ferulic acid at high temperature and probably slowly with time in storage at lower temps.

MIC is only at best a guideline and does not make TTO effective as a preservative.in fact is not an effective preservative as per USP 51 challenge test.Also stinks as Belassi said.

probably very slow with low conversion of protein to amino acids.You may have to recycle the underacted protein to make process cost effective.Increase catalytic alkaline protease may help but questionable.
