You have a 20 percent oil phase: another way is by using a polymeric emulsifier.For example you could use Ultrez 10 by addition to water phase and after adding oil phase neutralize with a base such as triethanolamine.One percent of TEA will neutralize 1 of Ultrez and provide a smooth stable cream.

My bet would be the Silsense with the silicone backbone for silky feel on skin.You can always try both and choose the best.

Carbomer is best for suspension (even suspends air in water).Try soaking in hydro-alcoholic solution but an hour sounds long so do 15 minute intervals and test for slight softening before adding to sanitizer which I presume is alcohol based.

yes you can use xanthan gum which works well with carbomer:Should not be sticky as we often use the combination.I am not a fan of veegum unless forced to use it.

Try readjusting Ph to 5-5.5 and use citric acid/sodium citrate buffer.You may also need a co-solvent PG but first stabilize Ph.

Encapsulation is the best way I know;you can try B-cyclodextrin in the lab as an example or pro-Liposomes/niosomes.Last resort go to Salvona Technologies as they will do custom encapsulation but if cost is an issue I would BCD first.

got it.I had an experience once when a client(15 years ago) opened an unsealed (I think) tube of a cream for demonstration and out came about 5-10 cc of water before cream.Maybe think of publishing your work when you are finished.

Also you don’t need the eo nonionics and why not use carbomer? PVP tends to flake.
