You firstly have to make neutralize acrylate crosspolymer solution 
First dissolve acrylate crosspolymer in water and neutralize with triethanolamine 
5 percent acrylate crosspolymer   1 percent TEA works .

There is alot difference in there fatty acid percentage oil percentage emulsifier percentage water percentage many other things dependent on the purpose to formulate. 
Also the ph of both lotion and cream differ in whitening cream and lotion and what type of whitening ingredients you used for and there compatability with other materials.

First the main issue is dnt use tween 80 it creates foaming soap type bubbles on hands eliminate it .
And make gel through simply by acrylate copolymer and neutralize it .then add slow IpA and mix and then add low molecular weight PEG in  it totally reduce stickness problem and gives smooth velvet feel on hands .
Not PG will work in it.
We are already making in bulk quantities.
And feels so good.

Yes you can simply calculate for making Vanishing type cream
Simple calculations depends on material classification 
You can also choose cetostearyl alcohol 2 percent and stearic acid 2 percent 
E wax nf 2 to 3 percent 
If not want then emulsifying with peg 75

Oils choose light molecular weight 
Add some little capric caprylic triglyceride for better smooth feeling non sticky type trade name liponate gc
Usually do saponify with KOH instead of Tea will result in better

Fatty acid 10 percent 
Oils phase 20 percent and water upto 100.

Dear you are firstly using all comodegenic fatty acid and in terms of using them fatty acids should be 2 percent and KoH at 0.5 percent dependent on your charged materials starting from here will be guidance for you and should needed carbopol at 0.3 to 0.5 percent depends 940 or 941.

But you can add peg 75 will work so or croda e wax or polawax works so far and about gms se is so comodegenic so i prefer to use gms as of croda .
And reduce water ay 30 to 40 percent

I dnt see Naoh in your formula how you saponify your fat. It requires at 0.5 percent put in it also provides you better with thickness and working performance. 
No matter of 0.2 percent glycerin cant do anything.

And add little sodium metabisulfite 
And  BHT

First you check your raw material shelf life if they are not expired 
Secondly you need some emulsifier like tween 80 to blend.
And also check the ph you have aloveragel have acidic in nature so first dilute it and then mix it .
Looking that some if your material is contaminated or expired.

Yes you can add synthalen w 400 from .5 percent to 1 percent will sort you .

Poly 7 is cheap much better for slipperyness also can used poly 10 eliminate poly 39.
Another option for jaguar c 13s.
Or you can also put some aloveragel 2 percent for safe side depends on your formulation.

But Sodium chloride is not so safe above 2 3 percent making your hair dry rough work outs.
So keep in mind while adjusting .
Reduce cocbetaine and add citric acid minor and add benzyl alchol works better for dissolving fatty acid .drops viscosity also. Mostly used from 0.5 to 1 percent maximum safe side.

Add synthalen w 400 is suspending agent and not so stick like carbomers but you also make aloveragel suspion with alcohols they are non sticky also add propylene glycol litte and glycerin at 0.1 percent will not results in stickness
Aloveragel gel starts from 10 percent to 30 percent for thickening. 
I make my own hand sanitizer. Like this .

Yes i many time used and still using food grade color in handwash dishwash surfactant system and they never get faded in adjusted ph range from 5 to 8 ph o observed mostly if ph raise more then 8 colour changes 
They last more then 2 years .
If you want to choose then suggested you to try shampoo based or surfactant based colurs ph  stable. Every company has mention there ph on its datasheet.
Check before use.

I’ve heard combining BHT and tocopherol in one formula at a certain level can cause discoloration, but I have no idea if that’s true, since I never combine those.

No issue at all i am making lactic acid serum and vitam e at 2 percent not discoloration problem
