I agree with @Bill_Toge . I used to do it (lab scale only, you need special equipements for big batches) with gloves, mask and a good quality little kitchen mixer (like the ones for baby). Using a zip lock plastic bag is a good idea too. Be carefull with water and it will go well !

I always declare all the components, including the ones used as buffer or preservatives in my raw materials.

Try dispersing the xanthan in monopropylen glycol instead of glycerin. Then add it in water and mix slowly. No bubbles !

I don’t think that adding SLS to SLES would make your product less irritant… (quite the opposite I think). Add CAPB instead.

When I worked on small batches, I always mixed the PQ7 with about the same amount of water or surfactant before adding it in my product.
For production, we used to add it very slowly on one side af the tank (far from the mixing point) with rapid mixing and we never had any problems.

I think 0.65% of EO is a bit high.
You could try Solubilisant LRI from Sensient. It worked well for me.

No one can do that… As said above, there is a lot of parameters… If we could know without the challenge test, nobody will do that test anymore !

@mikebavington : I’m not sure I understand what you wanna say… (maybe it’s just me or my english), bit I’m a “professional formulator” and I give advice here for free… It will work as long as I get advice back when I need it. And I’m not alone. I don’t think you have to pay for that.
