This pH doesn’t make your product milder, doesn’t have any benefit for skin and it is the pH where microbes are most powerful. -

It is too much c glucoside and glyceryl oleate.
Use 1 or 2% of it.Are you sure it performs well?

Have you purchased or used phenoxyethanol?
It is one of the least expensive and mildest preservatives. Is is milder than benzyl alcohol, sodium benzoate and potassium sorbate.With xanthan gum you don’t need tea.
Is this product for sale or your own use?
You can use Paraben. It is non irritant or the year 2019 preservative. I think most people don’t care about it as big companies like Cerave is using it. -
In anionics i like sodium stearoyl lactylate.

What is the pH?
Which viscosity dimethicone?As Graillotion said, use a proper emulsifier and remove carbomer if you want to use sodium lactate. Use xanthan gum instead.
Use a proper preservative
Reduce the fragrance to 0.1%
Maybe reduce EDTA too a bit

You need to have an excess of anionic surfactant compared to your cationic polymers to dissolve the coacervate.@ketchito i don’t know what percentage of surfactant is usual in this type of product but in my experience if i increase the percentage of surfactants the amount of foam that comes out of the pump decreases.
In comparison to anionic surfactant the cationic polymers are also low quantity. It is like 10.7:0.2 anionic surfactant: cationic polymer that i thought is ok. Do you suggest to reduce the amount of polymer even more?

If you have got your information or formula from Google search and patents it means others already know how to make such a product and already making it. That is why they have patented it. But in reality there isn’t any product in the world that does what your product can do if your results are real and photos are not photoshopped.
So are you telling us someone has patented this but is not producing it? Or it is a common information on internet that people who doesn’t need to know it, knows it, and chemists who want to know it, don’t know it?

Simply you cant make a formula from those ingredients at that percentages.
If you have seen it in DIY blogs and like it you can add these ingredients at these percentages without the preservative because you don’t know what preservative you are using, store it in refrigerator, shake it before each use and use it within 1 week.
