Simply, the safety of your product relies upon the end user properly sanitizing the bottle and pump. Unfortunately, this is an area where there is low compliance. Some lines are moving towards cartridges and similar components. The expense of packaging is a barrier, so many of our lines have moved to components with other sustainability claims.

As others have pointed out, the manufacturer is likely passing on MOQ’s costs to you. They can’t order only what you need.
This will sound challenging, but this reinforces the need for the growth of your line. These costs are based on volume and if you are going to be successful in the market, you need to quickly grow to meet these larger run sizes. In my experience, this is even more crucial post-COVID as I am seeing minimum run sizes increasing.
Grow or die in the market. Or plateau quickly.

There are bio-based Butylene Glycols (Brontide for example) that are “natural” (a silly undefined term). The bio-based products are allowable under multiple standards. Consider using one of these and stop using the term “natural” as if it is a defined Technical term. https://brontidebg.com/

You would get better answers if you posted the Formula.
The FDA doesn’t really approve Cosmetics although the new Regulations, MOCRA will place specific responsibilities on the distributors, suppliers, and manufacturers.

1. It uses readily available retail products.
2. If you procure products, you are likely getting the same materials and quality as commercial suppliers. How are yours better?
3. “Full of goodness” is too undefined to be objectively useful.

However, we routinely send their Formulations (IP) directly to their manufacturer, a similar task. We include; INCI Name, Trade Name (with part numbers, and item#’s), wt/wt percentages, Suppliers Name (and hyperlink), all SDSs/TDSs/MSDS for the materials, manufacturing processes, the final product CofA, and all testing results. We use an Excel Spreadsheet that has evolved dramatically over the past 20 years and has never gotten pushback from a manufacturer.
In our anecdotal experience, we have found that some Contract Manufacturers will look for opportunities to discount/cancel the Formula for various reasons so that they can bill out a new Formulation or make changes, creating new CM-owned IP. So be complete and over document if anything.

Certain emulsifiers have a “powdery feel.” I assure you they are not adding an additional product like salt to give it the property. You can mitigate this effect with other raw materials as well.

We will be approached by someone who makes their own “Goats Milk Cosmetics” and wants to sell more widely. It is a preservation nightmare.

It will require specific mixing energies, the Formulations entail much more than just how much the “active” to add as other materials, and it must be tested. Unless you are in a Commercial lab with the proper knowledge, personnel, and testing support, go buy a tested and effective product.
I would wager that you will/should get similar advice from other Professionals in the discussion.

I was perusing a thread that was on “Page 4” of comments and I had to navigate back to Page 4 each time I refreshed the post.
The lag is persistent when responding. (I had to “edit” my initial response since several keystrokes just disappeared into the ether causing some spelling errors)
However, much cleaner interface.

Sunscreen products and Foundations are difficult projects and they require a great deal of Technical experience. In fact, I attend an Annual Seminar just for SPF products. They are hardly the purview of DIYers or Homecrafters. Please don’t take offense, but numerous statements show that you have a knowledge gap here. Research and experiment. Try to avoid Dunnings-Kruger simplifications as you proceed. Happy Formulating.

Fortunately, I work with Prestige Lines which gives us a much better raw material allowance. At the same time their “marketers” will erupt into paroxysms of misinformation if we suggest Propylene glycol at all. We have had great results with a spread of glycerin/Pentiol Eco/Brontide for our glycols.

I use Brontide all the time. Never had an issue, especially since it is generally at a low usage rate.
