i am asking same question on other website and it reply a decent answer
“There are a few things you can try to make the scent of your shampoo stronger without losing viscosity:
Increase the concentration of fragrance oil: While you mentioned that you don’t want to increase the concentration of fragrance oil beyond 1%, it is worth noting that some fragrance oils can be used at higher concentrations without affecting viscosity. Check the recommended usage rates for your particular fragrance oil and see if you can increase the concentration without compromising the shampoo’s viscosity.
Add a fragrance booster: Fragrance boosters are ingredients that can enhance the scent of a product without the need for higher concentrations of fragrance oil. Some common fragrance boosters include benzyl salicylate, limonene, and linalool. You can try adding a small amount of a fragrance booster to your shampoo to see if it helps to intensify the scent.
Use a different fragrance oil: Not all fragrance oils are created equal. Some are stronger and more long-lasting than others. If you’re not happy with the strength of the scent in your shampoo, you might want to try a different fragrance oil that is specifically formulated for use in hair care products.
Adjust the pH of your shampoo: The pH of your shampoo can affect how well the fragrance oil is able to adhere to hair and skin. If your shampoo is too alkaline, the fragrance oil may evaporate too quickly, resulting in a weaker scent. You can try adjusting the pH of your shampoo to make it more acidic, which can help the fragrance oil to last longer.
It’s important to note that any changes you make to your shampoo formulation should be thoroughly tested to ensure that they don’t compromise the safety or stability of the product”
