@SPMX first of all it is a cream not hair gel because it contains oils, then for styling hair the formulation should have styling agent which is as I guess absent in your formulation

Supposed to have not gel with 80% and using TEA as neutralizer, I guess your alcohol degree is wrong unless you will not have gel with 80% ethanol. 
For better results try AMP in place of TEA.

@ttk102360 I can see some corrections in your formulation, so i suggest to to eliminate stearic acid from formulation, it gives bad texture in soap (may in very low can be acceptable) . The concentration of lye is generally higher then yours used which is 20%

@Mr_Clean I reasearch for hydrogenated jojoba oil  hlb so I find just the hlb of hydrogenated oil generally which is equal to 3,5. About emulsifiers and hair styling product, according to my experience from best way to make it using solid emulsifiers as example mixture of Cetearth one with high hlb and other low hlb, so for your case keep Cetearth-25 and add a low hlb Cetearth I guess you will have very stable product.

@em88 may the purity of your IPA and Ethanol are fake that’s why you could do it ?
I also try it below 70% IPA approximately 60% end with precipitation. If the purity of your product are right that leads to say Lubrizol data are fake? really I don’t think soo…
