I wouldn’t. I knew that there are lots of companies doing this, but I’m surprised that this thing is becoming so normal.
When I add an API (oils in this case) the quantity is justified on its pharmacological effect and it is based by pharmaceutical/medical scientific articles/books. -

The urea must be in fine particles and I think Merck can provide it.
You can dissolve urea in a mixture of glycerol and alcohol which can be incorporated in the simple ointment base (10% lanolin, 90% petrolatum) -

I was thinking the same about panthenol (about 1%) and 0.5-1% argan oil. Both are expensive here.

Why not go for a much cheaper humectants? -

It usually irritates me when I get a request to formulate a product in a very short time. And I always say, if you want a formulation, made on paper without any testing than I can do it 5 minutes, but don’t come back to me and say it didn’t work, or it was unstable.
Two months for 6 formulations is very short time just for formulating, excluding stability tests.
I’d ask at last 6 months only for formulations…. -
Check for the same model on ebay. I’m sure you will find it.

That would be enough, but you should check how much foam does the shampoo generate.

I have cetearyl alcohol 15%, petrolatum 10%, paraffin oil 4% and tween 80/span 80 4% for hlb around 12
In the oil phase I also add propylene glycol 5% which I’m thinking to remove it.
Water phase is only 40% water and 0.75% hec -
For a small ph increase you will need very little tea. But you can go for the sodium salts as well.

Tested and I can confirmed, menthol dissolves very easy in the oil phase especially in a higher temperature! Very nice!
Since we are in the topic, I have an other question.
When I add all these substances in the oil phase (especially methyl salicylate is around 15%) will increase the quantity of the oil phase and based on my tests, the final cream does not have a high viscosity (I had to add HEC to solve this issue) and I tend to believe the stability is not the best. Should I decrease the oil phase and add up more water (and hec) so the oil phase will be emulsified better? I’m going to test this tomorrow anyway.Thank you
