first of all i misread oleic as castor oil so forget Turkey red oil I don’t think you have the experience to do this yourself:you can buy potassium salt of sulfonated oleic acid at http://www.chemnet.com/cas/en/68609-93-8/9-Octadecenoic-acid-(Z)-,-sulfonated,-potassium-salts.html

DO not due it all in situ, sulfonate first and add sulfonated oleic to base.Better yet get Turrkey red oil, which is oleic sulfonic acid and just neutralize with NaOH.Add acid to base.

There are so many oils to choose from which provide moisturizing benefits with zero(or near zero) risk of comedogenicity.

What is the level of phenoxyethanol as1% should preserve it.

Developed product similar to this with caveat it was anhydrous.Big seller. no sting from AHA.Consumers loved the product.

We have to see ourselves as one consumer.Best way to fragrance a product is conduct organoleptic intercept studies at a mall or product test/s with a product concept.We have done this on a global basis-net/net fragrance will make or break your product in the marketplace.I have seen numerous good functional products lose versus marketed baseline due to fragrance Halo effect.However when your product is accepted and and anchored via consumer identification you Roll.Lastly best to test neat out of the bottle and at use dilution i.e. for shampoo at 10 percent in warm water if possible.

Pour at lowest possible temp although Sucralose should be okay at 60 to 70 if you need to be that high.

Agree my preference would be small amount of sucralose 0.5% add during cool down at 40C.

If it is squalene which is a triterpinoid with mucho double bonds-it could be comedogenic,Hope it is squalane.

Can you raise Ph to 4 as urea is most stable at 4-8.What is lowering the PH?

What an overkill on preservatives-DMDMH is a formaldehyde releaser with isothiazolinones particularly methylchloro analog would be very suspect.Sounds like contact dermatitis?sorry for your dogs.

sucralose should work better than Stevia,Xanthan would be okay but cationic guar may be better

If you like your formula the way it is for whatever reason-1% Dimethicone will improve rub-in/penetration.
