Anionics will complex with cationics and leave a residue:cationics like CTAC are poor cleaners due to hydrophobic interaction.Use a hydro alcoholic solution of a nonionic like NP 9.

It depends on how you combine the actives (wt/wt%) of each but 15-20% should be sufficient:P&G used to market Prell Concentrate in a tube which had >30% active SAA (they still may, but haven’t looked recently).Main concern with high SAA is ocular irritation.

You can do it via Phases using functionality of each ingredient and wt/wt % with mixing process but with an NDA we usually give them a process specification.

I wouldn’t use it particularly in a baby/Lotion as even if you do deodorize it by re-fluxing with activated carbon and vacuum filtration you are likely to have allergenic compounds remaining so risk/benefit favors risk.I would find another supplier.

If your customer will accept 3 percent of retinol complex,Cavamax W 8 is 8 percent of active retinol in cyclodextrin. Sooo 3 percent of the complex provides 0.24 percent which is an effective level.We have used the product but did not do hydrolytic stability which is a concern but CD complex should help.

Best to use polymeric emulsifier ie Isolan PDI diisostearl polyglycerol-3 Dimer Dioleate(Evonik)-add 3% to oil phase.

https://www.sciencedirect.com/science/article/pii/S0927775715002800 Many more surprised you don’t know other factors in system such as electrolyes can cause inversions-via changing HLB in the system:surfactant used in this case OPG 4 has HLB 6 which is just on the edge-4-6 for W/O so any electrolyte could change it enough for inversion particularly at high water level-may be a stretch but not impossible based on info given.Only ten years on the bench you still have time as I said.(in my case respectfully submitted)

@Bill TOGE unstable emulsions with phases close to50 /50 are subject to inversion .Why would you use a High HLB emulsifier for a water in oil emulsion?
