  @smok:

  Different regulations.  In the US, Hydroquinone is allowed up to 2% concentration as a prescription drug product.  It is not allowed in cosmetic products.

  I don’t believe it is banned in the EU if you have a prescription for it.

  I can confirm you can get 4% hydroquinone from a dermatologist in the UK.
