how to get a new raw material “certified” for cosmetics - (in the EU) - or US
I have a client that wants to use a powdered form of a special tree as a cosmetic raw material. Is this possible?- the corresponding extract INCI is already available.(I repost this since I believe most people on this are from the US and it would be interesting to know how it is done in the US as well. -

According to this information, you can’t get an ingredient “certified” by the PCPC.

In the US, the national dictates are, essentially:
1) That we have to make sure our cosmetic finished products are safe.2) That we do not use ingredients recognized by consumers as pharmaceuticals (i.e., penicillin)3) That we do not use materials that have been banned for use in consumer products, or banned generally (that basically means that new raw materials need to be tested for heavy metal content)There are also some state/local level laws that, in practice, affect the whole country - California’s Proposition 65 rules, and CARB’s VOC limitations.
