cetearyl alcohol plus poly sorbate 60 will form an emulsion if you do not have any other access to a ready made emulsion for the conditioner.

Jut remember this type of formulas are some of the most dangerous stuff to work with as a cosmetic scientist. You will find that your liability insurance doubles in costs when you sell these type of products

Maybe add some polysorbate 60 to create an emulsion with the cetyl alcohol?. There are many other more modern emulsifiers though

Sodium Benzoate is popular but you have to watch that ph closely

@Gunther here in Darkest africa formaldehyde is still very much an acceptable preservative sadly. Dirt cheap and available everywhere.
