For Shampoo, just go claim level 0.10%
For Conditioner, you could go to 0.5%, but do not really need too -

I think the main problem is total emulsifier in the formulations. Your oil phase is around 15-17%, and you will need 3.0-3.5% emulsifier. I will recommend going with additional non-ionic emulsifier either ethoxylates like oleth-15/ steareth-20 or you can use APG such as Coco-glucoside

You dont really need to increase guar, but again it depends on the claims you are making. since your are doubling the surfactants, you are making it more clarifying and increasing the viscosity. Adding more guar going to increase the viscosity even more. Always change one factor at time, increase the surfactants in one batch and then second batch with both increased surfactants and guar. You have ask supplier if they have AOS preserved with alternative preservative rather than NaOH(pH Preservation), check with multiple suppliers

I always start at emulsifier being 20% of oil phase. So if your oil phase is 15% of the total formula, start with 3% emulsifier and increase if requires more, most of the time 20% is optimum atleast in my experience
