The answer to your question is “probably” but I don’t really know. Check EPA for approved antiseptic ingredients.

Cosmetics is a funny area. People seem to want to actually make their own formulas. If someone was selling a t-shirt they would never think that they would actually have to sew their own shirts.

The Tresemme formula does comply with the California regulations because Propellant 152A is exempted from VOC regulations. Essentially, they don’t count it as a VOC. That’s why they don’t have to add water to the formula.

I’ve not worked with any of them so can’t tell you if they meet your needs.However, you need to be realistic. Almost no one will want to work with someone who isn’t going to be worth their time and money. Asking for low minimums and multiple colors and speed and…
Just be considerate of the needs of the company you’re looking to work with. If you are investing a couple thousand dollars you’ll be much less likely to find someone than if you are investing tens of thousands of dollars.

These formulas do not contain water.
