This forum has mostly cosmetic chemists in it so you probably won’t get many responses to questions about hard surface cleaners. The answer to your question is “probably” but I don’t really know. Check EPA for approved antiseptic ingredients.

Ah, gotcha.
Cosmetics is a funny area. People seem to want to actually make their own formulas. If someone was selling a t-shirt they would never think that they would actually have to sew their own shirts.

For hair, coconut oil is the only one proven to penetrate the hair.

One fix of the current batch is to blend it off with batches that aren’t cloudy. You just have to find the right mix ratio.

Hairsprays were not reformulated to comply with EPA regulations. They were reformulated to comply with California regulations which calls for a 55% VOC limit.
The Tresemme formula does comply with the California regulations because Propellant 152A is exempted from VOC regulations. Essentially, they don’t count it as a VOC. That’s why they don’t have to add water to the formula.

Just be considerate of the needs of the company you’re looking to work with. If you are investing a couple thousand dollars you’ll be much less likely to find someone than if you are investing tens of thousands of dollars.

Look for a hairspray that contain Propellant 152A. I believe the Tresemme hair spray uses it but there are some other professional brands that do too.
These formulas do not contain water.
