What you should be looking for is evidence that a claim is true. You should also be open to having your mind changed by evidence. What evidence would change your mind about toners?
On toners, they’re probably an extra step that has little benefit but if people enjoy the experience of using them, they should.

Probably. But it’s not worth the time and effort to do it since the system is so varied. Better is to use trial and error, erring on the side of using too much. Antioxidant supplier will give you a suggestion.

Not sure, but probably. Ask the supplier.
I wouldn’t recommend selling products that don’t have preservatives. Even if you can pass a microbial challenge test you have no defense if someone later sues you because of being injured due to microbial contamination.

If there is a quantifiable benefit, you could conduct a test to see if they meet your requirements. If there isn’t a quantifiable test…well that’s probably a problem.

My starting point would be vaseline. Then maybe a coating of hair spray. If that worked, you may be able to combine them into one formula.

Are your formulation decisions based on science or are they based on your gut feelings?
The only evidence I could find related to the effectiveness of bee venom was a study that looked at 0.006% treatment. There is no scientific evidence to support putting in a higher level.
From a safety standpoint there is no good reason to use more of an ingredient than has been proven effective. There are good reasons to avoid using too much because there are frequent adverse reactions by consumers. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4440710/

I’m sure you could take any old petrolatum based lip balm and find traces of it still on the lips after 24 hours.

0.006% was tested in the study I referenced. So, if you want the results that they got in that study, use that amount.

Of course, the study is not a high quality one because they didn’t test against a standard moisturizer. Any moisturizer would give better results than the results from this study.
If personal experience is your guide then you use a high enough amount that convinces you it’s working. Only you can determine that.
Based on the research I’ve seen, I remain skeptical that it is a worthwhile ingredient to use for an antiwrinkle effect.
