@Hapygreen actually i did just basic shampoo with only soap bar and water the goal was to see if with dilution soap need preservative or not and answer is it needs cause soap with some vegeteble oils wich have high antioxydant potentiel did not need presevative .
for my suggestion i just remember that i added citric acid 0,1% and it gave better product. -

@quangphu1301 i think that @Perry found the true problem wich is ratio solubizer: oil . you just used ratio 1,87:1 however you need 3:1 as minimum ratio but can be 4 :1 reaching 7:1 depend on both nature of perfume and solubizer.

@Chemist77 your suggestion about ceteareth 20 is soo smart thanks for that.
@ammez i approve @Chemist77 just try it with only ceteareth 25 , pvp , water , preservative , perfume you will almost solve or reduce your problem.
@Dirtnap1 for glycerin , mpg they give more shining for hair . -
@Spinr almost preservative and perfume must add at 60 degree C or lower temperature so may it will be helpfull to add your perfume and preservative at 60 degree C.
becarefull about essential oil cause may it is thermosensible and even 60 degree C will be bad choice you will be better do reaserch about your essential oil and its resistance versus temperature. -
@Hapygreen actually i tried something like you did , actually for % 16,67 of soap genearally you will not need to add a thickner , however may you need citric acid to low the ph cause soap have almost basic ph however you need ph between 7 and 4,5 you need also presevative , perfume may adding some emmollient like vegetable glycerine also amphoter and cationic surfactant can be added if you want but for naturel causes better you do not.

@AVisotsky about ph 7 it is good and for hair evry product have ph between 4,5 and 7 it is fine , for surfactants used in shampoo they are for sure from vegetebale oils so they are better then sulfate surfactants if we take the health side.

@donburgs appriciate your try, and i suggest to try hair wax you need just ceteareth 25 , water , presrvative , glycerine , fragrance.

@AVisotsky for CAPB it is actually synthetic amphoter surfactant so it is not naturel surfactant, however it is founded even in baby shampoo.
