@dodipharma in liquid form just mineral oil and vegetables one are not mixcible cause mineral are not polair however vegetables are less or more polar so that difference of polarity make them not mixcible in liquid form .

@dodipharma the better idea wich i have is said by @ngarayeva001 in last comment .

@mhart123 great job . So the second plan you can use 3:1 parts ( solubilizer: menthol ) it will almost work however you will use 30 % solubilizer wich is too much or try high level of alcohol ( ethanol , ISP) try differents level to find the minimum required level to solubilise 10 % of Menthol .

@dodipharma mineral oil is apolair oil vegeteble oils are slighty polair so in liquid form almost you will obtain two phases .

@bgeorge about calculating hlb for 8 % ( 5%PEG 40 and 3 % Lecithin) , hlb = (hlb (peg40) × 5 + hlb (lecithin)×3 ) / ( 5+3)
AN : hlb = (15×5+ 3×7)/ 8 = 12.
About level use of emulsifers may 1/3 (oils phase without clay) will be good. -

@bgeorge actually borax for your system is not only preservative actually it makes with wax emulsifier ingredient so it will change your emulsifiers hlb . I see it is very logic that second cream has lower viscosity cause you transformerd wax( thickner) to ( emulsifier soap ) wich will be more creamy and less viscous ( just for more help the hlb of borax wax is near to 5 and the level of it depends on saponified wax ).

@MakaMelo decreasing the level of LABSA will solve the problem , you shoul work on the adequat level.

-
Actually vegetable oil is not precise because evry vegetable oil has his adequat needed hlb seeing your Lol it seems that you didn’t use the adequat blend of emulsifiers neither the adequat level.
-
@Golnazashtiani actually hydrosol obtained by distillation did not need any preservative for one year or more.

@Pharma @Markbroussard what about adding TEA in place of NaOh , it is for sure more secure about Ph but not sure about stability.
