It should work fine, EDTA has better solubility with increasing pH. Just test and see if it dissolves.
Phytic acid is also a chelator and it will keep your pH very low. I prefer it because it’s more biodegradable than EDTA -

Equipment could be the issue but no one can help without more context -
There are different grades of xanthan gum, they all thicken differently. If you can get spec/ or a coa for something you can purchase look for a test on viscosity. Usually there will at least be a percentage they put in solution and you can see what result they got.
Even though there is variation, for most grades I’d use anywhere from 0.2-1.0 %

You don’t really need the Sodium Benzoate do you? It’s activity diminishes drastically as pH rises, I think above 5.5 it is functionally useless. I don’t know if that’s interacting with HEC but might as well take it out.

The nice thing about percents is if it worked small-scale in theory it would work large-scale. Did you test stability on your smaller batches? The processing equipment will just have to mimic whatever worked for you before.

That first article tells you what you should do, as to whether or not you will actually be held to those standards is a different question.

I think you mean carbopol, which won’t help for an oil based product. Search the forum for ‘oil gellant’ or ‘oil gel’ and you’ll see there are several materials that could help, depends on what you can get your hands on. Not all oils are the same, avocado might not be the best for dissolving salicylic. You can cut down or change the base oil

1% tocopherol or tocopheryl acetate? Tocopheryl acetate provides no benefit if you’re looking for antioxidant potential, and 1% tocopherol is likely overkill. So drop it completely if the acetate, maybe cut in half if tocopherol.
Polysorbate 80 will definitely be sticky, peg 40 HCO with some butylene glycol might not be as bad.
the 10% SAP will likely also feel sticky on skin while drying as well though, our 20% SAP serum does.

To make sure I understand, how old is the formula in question? Do you mean products that have sat in a warehouse for 2 years are browning? Or that a new batch put in this summer has browned? Storing at 40 C or even just inconsistent temperatures you can expect discoloration, possibly separation.
I haven’t used that specific amitose, I used a different kind in the series

Polymeric emulsifiers like Sepimax Zen or carbomer can still hold the product together, xanthan gum not so much. Your feel will be completely different from the benchmark product. You’ll lose the emolliency and balance that the fatty acids provided.

with trehalose, sodium PCA, hexylene glycol, polyquat 51… so maybe any of those would be a safe substitute
