I would add a preservative as 5% ethanol will not pass USP preservation.You cn add 1% geoguard ultra (gluconolactone/benzoic acid) or DHA at PH 5.You can get either from lonza

EDTA disodium is a chelate which enhances action of some preservatives which can be used with any on the list except i would stay away from K-sorbate which is not effective above PH 5.-5.5 at which point it discolors in storage.Suggest 1% phenoxy ethaanol.
In general i think the formula lacks foam particularly quality of foam as CAPB provides an open lacey foam as compared to tight bubble foam which is preferred by most consumers. -

I believe propellant 152A is mostly used now which we are using for current aerosol product.Someone else please weigh in on this.

Agree you should get Cof A form supplier with list and ranges/limits.You cn add Dissolvine GL 47 ac chelate if needed to your product/s if in doubt.

You can also use cationic guar for wet/dry combing at 1%.Panthenol will wash out and best used in conditioner although with cationic guar(HPTG) could aid deposition.If you are working with cost I would go the HPTG (hydroxypropyltrimonnium guar for aesthetics.

Suggest systematic deletion.Start with separation of water and oil phases and accelerate color formation if you can at 50C.I would bet on the water phase looking at homogeneity of color and if so do knockout which should be easier with phase separation.Do the same with oil phase.

Where is SLS in your change as I only see sles which won’t cut it.cation i.e. Na or NH4 should not make that much difference?

start with Zinclear IM 50JJ Dow .I think all you need is about 15%, which can be added to oil phase for SPF 15 and if natural you are stuck with gums such as xanthan for rheology but should work.Water resistance will be main problem.

Somehow we have missed the main problem which as you initially said was precipitation after six months presumably at ambient RT meaning need for cosolvent with water.For three variants suggest make up 30:70 -50:50 &70/30 propanediol/water and do low temp i.e. 40C to accelerate flaking with control based on your current system.

Trail and error it is:we finally wound up with a mixture of 1,3 propanediol and pentylene glycol.Using mixed alpha hydroxy acids with which you can go lower and still make an acceptable peel without stinging.
