Yes, the pH is high.  Many of the current ones on the market are high pH.  Being a manufacturer, we try to please the customer.  It’s not like it will be the only product out there with a high pH.  And yes, being a manufacturer this product is business driven.  I used to make one back in the late 80’s early 90’s that was very popular.  A particular customer I am working with now to develop one doesn’t care for any of the formulations I have made.  I tried making one without the usual Veegum and xanthan gum in the formula.  I figured I would use Natrosol as the thickener.  My intent was to add that, all the other ingredients and save the high pH ingredient for last.  I thought that by doing so the raising of the pH would then thicken the product as normally happens with the natrosol I use (thickens by raising the pH).  Instead, everything fell apart and separated.

I’m under the gun as I need a sample they like by tomorrow to submit to a major chain on Friday.  Something that doesn’t turn white after it dries.

I have had this happen to when using Incroquat BTMS.  If adjusted up with NaOH formed little balls.  Why don’t you try adjusting the water pH up higher from the start so any adjustment to the final product would only have to be down using an acid.

There is a section on here where you will find many chemists who can work with you to develop formulas.

The way I have it set up I find excel very useful for formulas and chemical inventory if you’re willing to do manual entry.

As the owner of a contract manufacturing company it is my belief that either you are good at being a manufacturer or you are good at marketing.  Very, very few can do both.  As far as private label or your alternatives goes, if you can afford it, I think the best thing for the owner of any product would be to have a chemist develop formulas for you and then take your formulas to a manufacturer to be made and packaged.  And this is coming from a manufacturer who also does formula development.  You have many great formulators on here should you choose to go that route.  There is a section in the forum for choosing one.

Should you need any help or advice feel free to reach out.

Get rid of the alcohol if you can.  Then try adding SLS in 1% increments.

Mark, you can fill 2 times or formulate so the phases separate into the amounts you want of each.  Then a slow constant mix while filling.  We did one of these a few years back.

Experiment by adding some polysorbate 20 or some propylene glycol.  IF you go with propylene glycol and add too much you want to check foaming of product
