Try using water or glycerin at a 1:6 ratio. Heat it a bit and it should go right in.

You could also try lowering how much OliveM 1000 that you are using, since you only have 9% oils. Your formula may not require 2% emulsifier at all.
If you must use OliveM, start with 1.25% and see if that works.

Sodium Hyaluronate is only soluble in Water so if you want to add it to the formula you need to incorporate water. Dissolve the sodium hyaluronate in the water with gentle heating and mixing, then you can add that to the rest of the formula.
