    Ah, baby oils. I find that babies run pretty well on 10W/30. During the summer though, you might want to switch to a heavier grade, say, 20W/40.
    “Clear emulsion”. In general, emulsions are not clear.

    I’ve been using Spectrastat but the MOQ is very high, so I’d recommend KEM NAT if you want a more ‘natural’ system.

    At a guess, this:
    Carbomer as I understand it, is acrylic acid. So when you neutralise it, you get a salt. In the case of the different bases, you’ll get, for instance, sodium acylate, potassium acrylate, and someone else will have to tell me what the rest are. And each salt will have a different solubility in alcohol.

    I find I can make 63% ethanol gel using TEA to neutralise.

    I can tell you for a fact, because I’ve done this, that unpreserved tree bark extract (in my case, pine bark extract) is not even able to preserve itself. And no, essential oils are narrow spectrum and not classed as preservatives.

    Potassium sorbate won’t work at the sanitiser pH and would discolour it, also.

    % carbomer seems too low, I would increase it to 0.33% and try again.

  • Just use the paddle blade. Provided you give it enough time, 940 is no problem, but I must admit I wish I could get Ultrez 21.

    1) Why have you posted a face cream formula when asking about a sanitiser.
    2) That proposed sanitiser is useless for virus protection.

    - Hospital sanitisers are usually unfragranced, ones you find in stores may or may not have fragrance. My own thoughts as follows:
    1. Fragrance oil. I cannot see this adding to or even maintaining the antiviral efficacy, so, no.
    2. EO. Many EOs eg Lavender, Tea Tree, have antibacterial effects at an MIC around 0.1%. I’m using DI water to hydrate the carbomer so I think spores are not a problem. For my family and friends I formulated initially with 0.1% of lavender oil, primarily for fragrance. This proved too much; now, I use 0.05% lavender oil. 
    3. As noted by others (@Perry) you can use 1.1% Benzalkonium chloride, a cationic antiseptic, as a useful inclusion and that would allow the use of unpurified water (e.g. as a field prep)
    4. 70% V/V alcohol is generally available but it’s a lot more difficult to obtain higher percentages, and such are more dangerous to handle, too. I found it not difficult to prepare a 63% V/V ethanol gel using 70% V/V ethanol, 940 carbomer neutralised with TEA. Not quite as crystal clear as Ultrez 21 but pretty good nevertheless.

    Rather than glycerin, I tried 1% PEG-7 glyceryl cocoate. I prefer it.

    Benzalkonium chloride can replace the H2O2 with the same efficacy.

    All you need is SLS and SLeS and CAPB, or ALS and CAPB, plus the various other minor ingredients to adjust pH, act as humectants, etc.

    ozgirl has the best answer. Sodium citrate is an electrolyte, you overshot the salt curve. they added preservatives such as Benzyl Alcohol at 0.5% and Phenoxyethanol at 0.9% overkill. We use sodium benzoate at 0.4% and pH 5 and have never had a problem. Don’t use potassium sorbate, the shampoo will turn yellow.

    It is not a cheap surfactant, and it has synergy with various other surfactants, but I don’t know about Disodium Laureth Sulfosuccinate. It generates good quality small-bubble foam. Experiment and see what you think.
