You can try cetylpyridinium chloride (Ronacare CPC from Merck) instead of SLS. -

The link which you have mentioned is perfect, it is Chinese company manufacture anhydrous lanolin deodorized. i have utilized their anhydrous lanolin & it has pretty less odor comparing to others. -

you can utilize tea tree oil with mixture of Polysorbate - 20 & ethyl alcohol, but need to reduce the percentage of tea tree oil. this may work. -

Regarding raw materials some preservatives, Antioxidants can be purchased from China or India. as far as essential raw materials from china, it is very difficult to say without comparing with other manufacturers.For packaging material now most companies are preferring china. -

you collect technical data sheets & information of all ingredients which is to be used & start using with average percentage of each ingredient after doing few trials you will understand which ingredient & how much would appropriate for your formulation.

There are few anti dandruff blends are available in market from Bell Flavor & fragrances (BFF) which is mixture of herbal extracts & Anti dandruff -S (Ichthammol & pirocton olamine with hydrogenated castor oil) from Crodarom. you may find one of them in your market.

I think you should reduce the time & speed of homogenizer, sometimes due to high speed & prolong homogenizing creates separation.
