Because to make LGN, the ratio should be 1:1 to 1:6 high HLB:low HLB surfactants in mole.

I think Xanthan Gum and Panthenol is less than 1% in first formula so your surfactant should be ≤1% too.

What confused me is that in their website they say it has 3% citric acid and at LOI citric acid is 12th ingredient even after fragrance.

Long time ago i was using it in shampoo at pH 5-7( don’t remember correctly) at 1% and it had no problem with SLES/CAPB at that ph. It was increasing the viscosity too.
