  Waterless liquid soap

  I want to try developing waterless liquid soap/shampoo which no rinse off while applied. i have formula but not exact formula, surfactant that used is sodium C14-16 olefin sulfate and Cocamidopropyl hydroxysultaine. any advice how much percentage that i would try first formulating between water and those surfactant? Thanks in advance.
