  Water-soluble retinol?

  Hello, all.
  Does anyone know of a retinol component/ingredient that is soluble in water?
  I found something that is described as being “miscible” in water, but that’s all so far.  I was trying to create something along the lines of the below mass-marketed formulation.  Thank you.

  “ Water/Aqua/Eau, Sodium Bicarbonate, Resveratrol, Retinol, Ascorbic Acid, Ubiquinone, Phospholipids, Adenosine, Tocopheryl Acetate, Soy Isoflavones, Achillea Millefolium Extract, Camellia Sinensis Leaf Extract, Leuconostoc/Radish Root Ferment Filtrate, Copper PCA, Sodium PCA, Zinc PCA, Glycerin, Polysorbate 20, Octoxynol-9, Tetrasodium EDTA, Phenoxyethanol, Sodium Benzoate, Potassium Sorbate.”

  You can see Phospholipids in the ingredients. This means the retinol on encapsulated in Phospholipids and that’s probably how it can be miscible in water.
  Also, they have surfactants Polysorbate 20 and Octoxynol-9 which can help solubilize oil soluble components
