    That depends on what you are doing with the product. If you are just using it for yourself, you probably don’t have to. If you are selling the product, then you should use that or distilled water. It is just more consistent.

    Not really. I use coffee to make shampoo for instance… but the water used to make the coffee is indeed R.O. water.

    Check your water electrical conductivity.
    While some electrolytes might be OK in conditioner emulsions, tap water also contains Chlorine and other unintended substances.
