Please I need an advice. Can I substitute cera bellina  with petroleum jelly in a hair product? Because the former is way too expensive?

It depends on what you are using it for. Both are hydrocarbon based materials but cera bellina is a solid wax at room temperature so if you are using it to provide structure to your formula, then you won’t be able to use petroleum jelly.

I use cera bellina + oil to form a base, then I add other ingredients. Other brands in my country use petroleum jelly but I worry it may cause scalp irritation and dandruff. I don’t know if I’m right

Petroleum jelly does not cause scalp irritation or dandruff.
