May seem like a silly question but please bare with me.

How do you really decide to use either an oil of something or the extract of the same material in a formula?  Example lemon extract or lemon oil.

If you use the extract form do you have to put twice the amount to have the same level as the oil?

That depends on what you want the oil or extract to do.
Why are you using the ingredient?

In most cases, extracts have no measurable effect.
Oils can have an emollient effect or an odor effect or no effect at all.

In the case of lemon (peel) extract or ethereal lemon oil, I don’t think there is a big difference, if any.
