    When you have a 8% Glycolic Serum. Does that mean it’s 8% of the formulation? How do you determine percentage of acids?

    That depends on the integrity of the manufacturer.

    But assuming they are being honest, 8% Glycolic Serum means that 8% of the formula is made up of Glycolic acid.

    You can have 20% of glycolic acid but at a wrong pH, it won’t have exfoliating properties.
