I have an unusual challenge that may find an answer here. Here is the problem: I pack these dried herbs(lavender, marigold, chamomile) together in a muslin cloth bag and tie it up.
Then soaking it in water and keeping it piping hot it is then used as massage tool. The treatment is called a poultice massage. Anyway, I’m going through the dried herbs at a remarkable rate because they’re used once only.

To cut down on the amount of product I need to add a little bulking
agent to the poultice that doesn’t release water when it s squeezed and
handled. I’m at my wits end trying to find a suitable bulking agen that
won’t take away from the power of my little poultices. I’ve tried
arrowroot, gelatin, collagen, agar but all these release their water
    when handled roughly.

Ant help or advice would be greatly appreciated.

Sounds like another job for Brillo pads! Seriously: straw?

Thanks Belassi. It may come down to brillo pads! The straw won’t pass the hygiene but I’m going to look into it anyway and see if that takes me in a direction I havn’t been in yet. And very kind of you to make the suggestion, many thanks.

Not sure if this is any closer to passing your hygiene specs but along @belassi ‘s line of thought… millet hulls or hulls of another grain/legume if the texture of that is off?

    Natural may be Psyllium husk
    synthetic may be Styrofoam beads

Thanks everyone for your wonderful suggestions. Please feel free to add to this if you’ve found something you think may be suitable. The styrofoam and packing beads can’t be included as per hygiene and safety and unfortunately the psyllium releases all of its water when I grip the poultice firmly which gets very messy. The straw is the closest yet. MANY THANKS EVERYONE

Coco fiber. Can find it at most hydroponics stores. Or is the bulking agent not to retain water?

Pack it around another “wadded” up muslin bag.
