  Need help incorporating ceteareth-25 into a glazed gel edge control

  Hello, this is Joyce
  Trying to duplicate a glazed gel edge control which contains water, ceteareth-25, propylene glycol, peg-7 hydrogenated castor oil, aloe vera, dimethicone, DMDM hydantoin, peg-7 glyceral cocoate. Using the water/oil/cool down phase, what goes where? What’s going to make these ingredients form a gel? Cannot get peg-7 h/castor oil,will peg-40 h/castor oil work? Assuming the water, propylene glycol, aloe vera & DMDM hydantoin will go in the water phase,question is will ceteareth-25, peg-7 g/cocoate & peg-7 h/castor oil go in the oil phase and dimethicone in cool down phase? Really appreciate any help
