  • Max concentration of retinol allowed in a formula

    Hi Everyone, 

    This is a regulatory question. For cosmetic product is there a maximum
    of retinol that can be formulated in a cream.? I’ve seen that CIR concludes
    that retinol is safe up to 0,3%. Nevertheless, I can see many product with
    higher retinol concentration.

    For which market?

    China for example, max 1% on leave on products, but no limit on rinse off products.

    I am in Europe, but I would like to know the limitation of concentration in different geographical areas. I am mainly interested in face cream! Thanks for your help!

    If you are in Europe, your best friend is CosIng. You can find all regulatory restrictions, limits and useful information. 

    Start at page 68 - Conclusion. But if you have problems with sleeping, read the whole Opinion document :D

    No - New Zealand. But I do work with a number of regs in China and the rest of Asia.

    Thank you all! What I understand is that in Europe there is only this opinion, but there is no regulation  (Retinol is not in Annex III of the cosmetic regulation). So until the opinion enters the regulation, the concentration can be push over 0.3%

    @jeremien you’d struggle to find a safety assessor willing to sign it off, though
