I Need HONEST Help with “ANTI-HAIR BREAKAGE SHAMPOO”

Please can any one tell me how to use all the below ingrefients in making a HAIR “ANTI-BREAKAGE SHAMPOO”
I saw all these online but dont know the% to use and the alternatives to make just 5kg:Ingredients-

Guar Hydroxypropyl Trimonium Chloride,
Citric Acid,
Diazolidinyl Urea,
Iodopropynyl Butylcarbamate,
Tetrasodium EDTA,
Parfum (Fragrance),
CI 19140 (Yellow 5),
CI 15985 (Yellow 6),
CI 42090 (Blue 1). -

Get the actual product and use a Spectrometer with the appropriate database.
These shampoos are not difficult to prototype. They have surfactants, actives (proteins, oils, vitamins, herbs, etc.) emollients, detangling agents, thickener, PH buffer, preservative, perfume, etc. You can start the development process using a base formula for a mild/conditioning shampoo:

They can but you’d probably need to pay them. The list above looks like it’s an ingredient list of an existing product so I’m assuming you are looking for a duplication? .
If there’s no budget to hire a formulator, you could learn to do it yourself if you have time to do the proper research - check swiftcraftymonkey’s blog as she uses most of those ingredients. -
There is way too much crap in that list for free help, as @MakingSkincare has said. Please explain why you can’t just make one of her formulations?
