  hydroquinone cream

  I am facing problem in 4% hydroquinone cream.

  Despite same formulation 2% hydroquinone cream getting enough thick.

  while 4% hydroquinone remains like lotion.

  I use cetosteryl alcohol(8%), CM1000(2%) Stearic acid (3%), and White soft Parraifn 12% parabens as preservative, Sodium metabisulphite and Aqua.
