  hydrophobic shell needed for coating hydrophilic active core stable in water broken by friction

  Is there a product which
  can encapsulate or coat a hydrophilic active particle as a hydrophobic shell
  keeping water from getting inside, so the active particle remains solid for months/years
  in water solution? When necessary the shell is broken by finger/hand rubbing,
  so that the active is dissolved and released?
