  Functions of 5,5 Dimethyl hydantoin doing in DMDM hydantoin preservative

  This is the composition of DMDM hydantoin. It has 47% formalin which gives 17.4% formaldehyde. It has 36.3% 5,5 Dimethyl hydantoin and about 45% total water.

  My question is: is 5,5 Dimethyl hydantoin there only to bind to formaldehyde and prevent it from being free all at once or it has antimicrobial effect too. 

  If it has antimicrobial effect too then what percentage of effectiveness of DMDM hydantoin is from formaldehyde and what percentage is from 5,5 Dimethyl hydantoin approximately?
