  fragrance oil dissolution in water type

  Hi, what would be generically suitable starting point (%-wise) for fragrance oil for toner-type?

  Also, what are excellent solubilizer for fragrance oil into water type?

  I’m considering Tween 80 and HCO60, for instance.
