I’m formulating fat burning gel ingredients according to LOI have coconut oil @50%, petralatum 20%, Eucalyptus oil 10%,Sunflower seed oil 10%, menthol 7%, fragrance and color make up the rest. The problem I’m having is the mixture  is not setting when cooled. I’m thinking to reverse the Petralatum to 50% and the coconut oil to 20% will that help set formula?

If you do a search on fat burning gel on Amazon, you will find a variety of creams/gels sold with this marketing. You can also find a variety of food supplements with the same marketing.
@Unclesid, the fat burning effect of this gel is imaginary. But if you still want to make one, you are correct you need to reduce the oils that are liquid at room temperature. Eucalyptus oil at 10% and menthol at 7% could cause some unpleasant skin irritation..

I agree with @Syl. I don’t believe there is such a thing as a true “fat burning” gel; it’s just marketing. And such high amounts of eucalyptus and menthol sound like they would cause some serious discomfort and irritation.

I would reduce menthol to 2% and eucalyptus to 1% max.

My first thoughts were : Are you trying to burn far or skin? :D
Sorry, but the combination of Eucalyptus and Menthol in such a high inputs is … worrying me. Have you tried it?

But to your problem. My coconut oil is really soft now, nearly liquid-y. We still have high temperatures here in NZ. As it’s majority of your product, that’s the problem. Add to that not that hard petrolatum and two liquid oils and there is no surprise it does not set into solid or balm consistency.

Add some waxy material. That is how you build body into products.

If you’re looking for something related with slimming or “Fat burning”, you really need to look for actives with IN VIVO efficacy data.
E.g. Rhodysterol from SEPPIC. You can investigate that if interested.

I see. Reverse Engineering can be quite fun, but also pain.
    Good luck with that.
If you could share the LOI, someone could give you some tips :)
