    Hello guys, I’m trying to make EDT for sales in USA. We usually use 85% ethanol and 10-15% perfume oil. But the voc limit in CA is only 75%. Problem I have now is that some perfume oils do not dissolve well in aqua. Any pointers would be appreciated.

    Strange that just 10% water would do that, but it happens. Sandalwood maybe?. 

    The most common thing to add is tween 20, a high HLB nonionic surfactant. Of course there are more “natural” alternatives if your customers are picky, like this one.

    Try dipropylene glycol to offset the SDA. Used as a fragrance fixative too!

    thanks for the advice guys.
    I will try with dipropylene glycol first as it’s less sticky on the skin…
