  Does cationic surfactants from a rinse off hair conditioner remain in hair or the are washing away?

  Does cationic surfactants from a rinse off hair conditioner remain in hair or the are washing away?

  If they remain in hair then why is there limitations for cationic surfactants in leave in conditioner and not rinse off conditioner when the surfactant from both remain in hair? 

  If they are rinsed off the how do they condition the hair?
