  Different percentages of salicylic acid recommend from different types of products. Why?

  According to this website you should use different percentages of salicylic acid for acne in different forms. 
  (gel)0.5 to 5%
  (lotion)1 to 2%
  (ointment)3 to 6%
  (solution)0.5 to 2%

  why is that so and does the form of salicylic acid determines how much effective it is and how much we should use?
