Use only surfactants and HPMC. It will be clear. Then add each other ingredient one by one and see which one is the cause.

Did you mean 0.05% or 0.5% for the HPMC and Carbomer?

May as well remove the panthenol; it will only be rinsed down the drain and not deposited onto your skin. The aloe vera gel is likely unnecessary as well.

I suggest following @Abdullah‘s advice to determine the cause of the cloudiness.

@Chemaccounts What is the pH of your final formula?

Thank you for your reaponse i tried without HPMC , alovera and Carbopol , product was clear but not that much also texture i ws looking for not achieved (looking for a clear with shiny bubbles ) but infusion of HPMC also affecting clarity and carbopol is making it worst..  i researched last night about infusion of acrylates/C10-30 visited mkt couldnt find hooe it will give clear shiny texture with tiny bubbles.. two other ingridients i m looking forward to incorporate is Menthyle Lactate and Salicylic Acid by droping carbopol , alovera , D penthanol. Any comments or suggested formulation in this regard will be highly helpful.. thanks stay blessed

@Chemaccounts maybe the HPMC wasn’t fully dissolved?

@Chemaccounts Could you add some base (like NaOH) to increase pH up to 7 or up, to see if clarity increases?

Have you tried thickening with just salt? and are the percentages for your surfactants  the active matter %? CAPB often comes as ~30% solution for example
